That’s how North Dakota Mineral Resources director Lynn Helms describes the April report on oil and gas activity.

Helms says that number could have been higher, but 490 wells that have been drilled await fracking crews to complete them and get them producing. And Helms says industry has not been able to catch a break from bad weather. He said April brought cold and a major snowstorm, and May was wet and that means load restrictions on roads and highways.

There are 184 rigs working in the Bakken and Three Forks formations. Helms said that number should rise once the road restrictions are lifted.
