JAMESTOWN, N.D. (NewsDakota.com) – Richard Staples has been assigned a high-risk assessment by the North Dakota risk level committee, Office of the Attorney General.

Staples is not wanted by police at this time and has served the sentence imposed by the court.  This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender.  Attempts to harass, intimidate or threaten these offenders or their families, landlords or employers will be turned over for prosecution.

Staples is on parole with ND Parole and Probation. He is homeless.

When Staples was 25 years old he inserted his penis into a 6-yo female’s vagina until he ejaculated. Convicted 12/19/2017 in U.S. Federal Court.

When Staples was 21 years old, he vaginally raped an adult female after she passed out until he ejaculated. Convicted 07/16/2014 in U.S. Federal Court.
