JAMESTOWN, N.D. (NewsDakota.com) – The City Council convened today to hear from three applicants vying to fill a vacant council position. The candidates, Matthew Woods, Pamela Phillips, and Shannon Davis, were allowed to present their qualifications to the council.  Woods was unable to attend.  Phillips and Davis were each given 3 minutes.

Following the presentations, the Council moved to pass a resolution to appoint one of the applicants to the vacant seat. The appointed individual will serve on the Council until the next city election, scheduled for June 9, 2026.

Pam Phillips was appointed to fill the vacant seat after a unanimous decision by the council.

Phillips was the first woman elected to the Jamestown City Council in 1996 and was elected again in 2002 and 2016.
