The Mayor declared an emergency on Dec. 24, 2023, due to the threat to life and property, requiring measures for public safety.
On Dec. 29, Gov. Doug Burgum declared a statewide emergency for utility damage, planning to seek a presidential disaster declaration for assistance.
The emergency covers Dec. 25-27, marked by the first ice storm warning in North Dakota since 2016. The storm left 20,000 ND residents without power.
