VALLEY CITY, N.D. (NewsDakota.com) – The following is a cost share ratio centering on the permanent flood protection project in Valley City.
KLJ engineer Chad Petersen said funding for Valley City’s permanent flood protection project is primarily through the North Dakota Department of Water Resources.
He said on average, the City’s share is approximately 20% for the different components, like pre-construction (15%), construction (20%), and property acquisitions (25%). With a total project cost of approximately $150 million, the City’s share would be approximately $30 million. The local share for the permanent flood protection project is being paid for through the city sales tax, no special assessments or property taxes.
Petersen said infrastructure improvements done in conjunction with permanent flood protection that are not directly associated with permanent flood protection may result in special assessments (ie. water, sewer, paving, etc.). When City infrastructure needs to be relocated or replaced due to conflicts with the permanent flood protection project, they are eligible for cost-share through the State of North Dakota.
