NAPOLEON, N.D. (NewsDakota.com) – North Dakota Attorney General Wayne Stenehjem has found that the Napoleon City Council did not violate open meeting law requirements in December 2018.
The council currently meets the first Monday of each month and is composed of six council members and a mayor. During a meeting December 4th, 2018, the Chief of Police questioned the need for a municipal court.
“The City Council tabled the issue so that everyone would have a ‘chance to check into the change further’,” Stenehjem reports. “After the meeting, the mayor and two council members met with the chief of police and municipal judge to address the issue and try and fix the problem.”
Stenehjem says a meeting occurs when quorum is present and its public business is being considered or discussed. In this case, the Mayor and two council members did not constitute quorum of the Napoleon City Council.
The remaining City Council members denied having any conversations regarding the issue outside of the City Council meetings.
