N.D. (NewsDakota.com) – The Jamestown City Council held further discussion on a possible busking ordinance for the community.

City Attorney Leo Ryan’s office has been working on the ordinance, searching through current ordinances and comparing busking in other communities in the state. Attorney Abigail Geroux informed the council that they had a few ways they could address busking in Jamestown.

City ordinance 25.6 prohibits individuals from being on streets or public grounds for any types of speech activities without permission from the city council. Geroux also says Fargo has a busking ordinance that requires a busking application that would be approved by the city. She says that no other cities in North Dakota have a busking ordinance.

Mayor Katie Andersen pointed out that the council was looking at a way to encourage busking in a legal fashion and make sure the activity is regulated from negativity. When asked if there’s been an issue with busking by the council, Police Chief Scott Edinger informed reported that there had been no issues with busking in city limits.

Councilman Ramone Gumke told the council of an experience he had with “busking” while at the Arts Park with his family recently.

Jamestown Arts Center Executive Director Larry Kopp says they have no problem assisting the city with the issue.

Attorney Geroux recommended that the council expand on ordinance 25.6 to update it to include busking. Mayor Andersen says the council will take their time on the ordinance. No action was taken.
