TONIGHT:  CONTINUED WINDY THIS EVENING, WIND DIMINISHING BY MORNING.  HOWEVER WITH TEMPERATURES 5 TO 10 BELOW BY MORNING, VERY COLD WIND CHILLS TO START THURSDAY.
