OAKES, N.D. (Valley News Live) – An Oakes woman is facing 29 counts of animal neglect and one count of animal cruelty following a police visit to her home in March.
Oakes Police responded to a call on March 4 at the home of 74-year-old Rita Lea Fiala after Fiala had fallen. Upon arrival, authorities discovered a strong smell of cat feces, saw unsanitary conditions, and several live and deceased cats within the residence.
According to a family member, there were at least 30 cats in Fiala’s possession, many in poor health, and lacking vaccinations. A search warrant was executed on March 7th to investigate potential animal cruelty charges. The search found large piles of cat feces, urine-stained furniture, several deceased cats, and indications of human feces and tissue in the restroom.
It was discovered that the toilet was not functioning. Court records say responding officers determined that Fiala failed to provide adequate food, water, and necessary medical attention and a safe environment for the cats to live in.
Fiala has been charged with 29 counts of animal cruelty and one felony count of animal neglect.
