The NSSF, representing the firearm and ammunition industries, based its grades on key votes, co-sponsorships, committee activities, and other official actions. Two legislative efforts by Cramer contributed to his recognition: the Fair Access to Banking Act, which seeks to prevent financial discrimination against firearm manufacturers, and the Firearms Interstate Commerce Reform Act, aimed at easing restrictions on interstate firearm sales.
