VALLEY CITY, N.D. – Plans are already underway for the 2025 Session through the Interim Committee meetings to address key areas of concern that the Legislature voted to consider studying and the Legislative management choose to study to see if we could come up with some possible legislation to address each issue.

Representative Dwight Kiefert has been assigned to three committees, Human Services, the Health Committee, and the Agriculture Committee. You can access the complete list of the studies at ndlegis.gov

Here is a summary of some of the topics.

Human Services, Implementation of Behavior Health Services. Mental Health care for Children. Rates for Intermediate Care Facilities. Expansion of Federally qualified health centers.

Health Committee, Study of the Comprehensive Health Association of ND (CHAND) Delivery of Emergency Medical Services The care and treatment of Individuals with Brain Injury.

Agriculture, Study the roles of Insurance Commission, Dept. of Emergency services, and Dept. of Water Resources in relation to tracking and updating of the relevant primary land use authority on lands outside a municipality’s jurisdiction. Ownership of land owned by foreign adversaries. Study plans for mitigation of adverse wildlife and
environmental impact and monetary payments made to state agencies, contractors, nongovernmental organizations and other by applicants or other persons for mitigation during siting and operation of energy conversion or transmission facilities. Receive a report from the Model Zoning Ordinance relating to animal feeding operations.
Receive a report regarding environmental impact mitigation fund disbursements. Receive a from the State Board of Agriculture Research and Education on its annual evaluation of research activities and expenditures.

Anyone having and interest in any of the topics can provide testimony in person at a future meeting, or provide written testimony. I hear from many constituents that have concerns with future legislation or changes or additions to current legislation, now is the time to prepare to prepare the bills to address these issues. Its always a pleasure to visit with people from our district, especially to our new members in the redistricted area of southern Ransom County.
