JAMESTOWN, N.D. (NewsDakota.com) – The Jamestown Finance & Legal Committee discussed approval of a one-year extension to an agreement between the city and county for library services Tuesday.

Mayor Dwaine Heinrich stated the decision to extend one year would allow more discussion for both entities moving forward.

Heinrich added the Memorandum of Agreement gives both the city and county opportunity to rework the agreement.

The committee unanimously moved to send the extension to the city for final approval.

Discussion was then held regarding the policy change on water main replacement special assessments. The new policy would change the rate from 20% to the city and 80% to the property owner to 70% city, 30% property owner.

Mayor Heinrich pointed out they would like to “clean up” the language of the policy before final approval.

If approved, property owners who have already fully paid assessments will receive a return of recalculated funds from a mix of the City’s Municipal Infrastructure Fund, ARPA funds, and the Water Utility Fund.

The committee approved to move the item to the March city council meeting with no recommendation to clean up the language.

The committee also approved a request from Jamestown Dra Racing Association for a site authorization to conduct gaming at the All Vets Club in August and approved street closings and/or permits for the Runnin’ O’ the Green in March.
