JAMESTOWN, N.D. (NewsDakota.com) – The Stutsman County Commission has approved the Multi-Hazard Mitigation Plan to be submitted for further approval.

In September, public hearings were held to review the draft plan, results from the mitigation survey, and public comments received. On Tuesday, Stutsman County Emergency Manager and 911 Coordinator Andrew Kirking brought forth the plan to the commission, which was put together by Nexus Planning & Consulting in Bismarck.

The plan reviews hazards, risks, vulnerabilities, and capabilities of the county, update of vulnerable populations and areas, and develop a mitigation strategy for the county accurately reflecting plan research and progress.

“Hazard mitigation planning reduces loss of life and property by minimizing the impact of disasters,” FEMA states. “It begins with state, tribal and local governments identifying natural disaster risks and vulnerabilities that are common in their area. After identifying these risks, they develop long-term strategies for protecting people and property from similar events. Mitigation plans are key to breaking the cycle of disaster damage and reconstruction.”

Kirking says it’s a requirement to complete the Multi-Hazard Mitigation Plan.

The Mitigation Planning Program is updating the state and local mitigation planning policies, also known as the Plan Review Guides, to reflect recent legislative changes and policy updates. Throughout July 2020, FEMA gathered ideas from states, local governments, and the public. An analysis and summary of these listening sessions is available online.

The plan was unanimously approved.
