Juli was born October 5, 1953 at Jamestown, ND, the daughter of Gerald and Ann (Ashbaugh) Johnson. She attended school in Jamestown and graduated from Jamestown High School in 1970, skipping her own graduation to be with her newlywed Jerry in Bamberg, Germany.
Juli and Jerry Qual were married March 6, 1971 at Jamestown and made their home there where she worked as a cook for the Jamestown Public Schools at Washington Elementary.
