CITY, N.D. (NewsDakota.com) – An agreement was reached by the city of Valley City and residents who live in three Cul De Sacs along Central Avenue north.
Under the resolution, residents will not pay for any additional assessments associated with a future repair project or attorney fees.
Neighborhood spokesman Gary McCullough thanked the city for working with the residents to reach a resolution.
One resident Wayne Liebersbach said the city still hasn’t told us what the cost share ratio will be between the city, KLJ engineering and the contractor Knife River Inc.
Valley City Administrator David Schelkoph said to help resolve the dispute, Interstate Engineering was hired by the city to help resolve differences people had with the original project that was completed in 2015.
Schelkoph said under the agreement, the city will pay for one-third of the costs associated with the estimated $87,500 repair. He said the other two-thirds is being negotiated by KLJ Engineering and the contractor Knife River Inc.
Shortly after the Cul De Sacs were resurfaced in 2015 residents complained that water was not draining properly following rain showers and that their vehicles were scrapping going into their driveways after the road was raised.
Schelkoph said one Cul De Sac will have to be lowered and curbs will have to match one another to help drain water properly in the future. He said the repair work should be completed in September or October.
The Valley City Commission approved of the resolution on a 4 to 0 votet during a special board meeting on July 21st. Commissioner Mike Bishop abstained from voting. He said he had a conflict of interest being he lives in the neighborhood.
