N.D. (NewsDakota.com) – The Jamestown Public Works Committee met Thursday, June 22nd to discuss several items before the July City Council meeting.
Several items were approved including a change order to Border States Paving on the JRMC/Menards Roadway construction. According to Interstate Engineering, the final lit of pavement will be applied in the spring of 2018. Engineer Steve Aldinger gave the reason for that.
The change order includes more striping for the fall. The council unanimously approved. The change order adds about $5,184 to the original project.
Interstate Engineering also addressed water main replacement in the 1300 Block of 4th Street NE. Travis Dillman reports that the main, located in front of Rock of Ages, says the area has become notorious for broken up pavement and numerous patching projects. He reports these have come around due to several water main breaks right in that area.
Around $35,000 is estimated for the project. Dillman says this falls under the paving district, which means they won’t need to bid for the project.
A large item that was discussed involved collections rates for garbage and recycling in Jamestown. Monthly rates for residential will be $13.60 for 35 gallon bins, $15.70 for 65 gallon bins, and $17.80 for 95 gallon bins. Multi-Units will cost $14.70 each and Mobile Homes will be $16.45. The rates will be officially established by October, 1st.
Discussion later followed concerning personnel within the sanitation department. City Administrator Jeff Fuchs reports that the council would need to look into letting go or moving employees to set up the department for Pay As You Throw.
Deputy Auditor Jay Sveum said in his 28 years in his city experience, the city has never had to let go of an employee. He says this will make the decision even tougher as they get closer to the program. Mayor Katie Andersen stated that the Pay As You Throw Program will require the movement of personnel for streamlining purposes.
The council will be making that decision in the future.
