CITY, N.D. (NewsDakota.com) – A group of investors led by Paul and Tanya Diegel of Six D Construction are building a 43 unit apartment complex just west of the South Central Adult Services garage along east main in Valley City. The apartment is owned by Valley Bluffs LLC.
Diegel said the complex should be completed in about 12 months. He gave a description of the 43 unit apartment complex. It will have 4 one bedroom units, 2 bedroom/2 bathroom units and 3 bedroom/2 bath units.
He said the complex will have an elevator and lots of sound protection to keep the units quieter. Double walls and insulation in walls between units, insulation in the floor trusses between the floors and gypcrete on the floors.
Diegel said 4 units will have low income guidelines to rent, 4 units with moderate income levels to rent. He said if they qualify they will have a lower rent level that also includes utilities.
He said 20 units are designated for Essential Service Workers known as (ESW.) For example, teachers, police officers, fireman, health care, city/county employees or those people necessary to the community and its function. He said they will have first choice at the apartments and if they aren’t rented then they can be rented to the general public.
Diegel said the lower rents are possible because of a 30% grant from the state due to the Housing Incentive Fund program (HIF) through the North Dakota Housing Finance Agency.
He said being 30% of the funding for the building project comes from (HIF) it decreases the overall monthly mortgage payment and the savings have to be passed on to the above programs and tenants.
