ND – (NewsDakota.com) The Inquire Committee of the State Bar Association found Attorney Joseph F. Larson II violated Rule 4.4 of the North Dakota Rules of Professional Responsibility by using an implied threat to obtain confidential information for the purpose of harassing and embarrassing Robert Drake of Valley City.

Drake told NewsDakota.com that he issued a complaint after the Jamestown attorney publicly called him (Drake) a troublemaker and a loud mouth after he (Drake) submitted a number of questions to the City Administrator of Valley City concerning the City Attorney of Valley City and a Valley City police officer.

Attorney Joe Larson told NewsDakota.com that “I am seeking guidance on what documents and comments I can divulge…Until I can determine what I can divulge without breaking any rules on confidentiality, I am unable to comment.”

Earlier this year Larson represented four Valley City officials who filed a grievance against Valley City Mayor Bob Werkhoven for creating a hostile work environment toward his clients. Werkhoven resigned as mayor on May 12th due to a health condition.
