N.D. (NewsDakota.com) – A federal lawsuit filed in 2013 involving 23 sex offenders in the state claim that the state has favored unnecessary punishment over treatment of a convicted sex offender.

On Tuesday, Stutsman County States Attorney Fritz Fremgen informed the Stutsman County Commissioners of the lawsuit that involves nine different counties, including Stutsman County. Fremgen pointed out that Minnesota was informed by a federal judge that they needed to change their system.

Fremgen stated that the case has been filed for several years now and that Stutsman County is not a defendant in the case.

In 2013, Attorney General Wayne Stenehjem’s office challenged the complaint that accuses the state of favoring unnecessary punishment over treatment and violating the rights of the plaintiff’s.
