N.D. (NewsDakota.com) – Stutsman County State’s Attorney Fritz Fremgen has been accused of creating a hostile work environment for his staff after an external investigation.

The external investigation by the Cass County Sheriff’s Office began on October 7th and found that Fremgen’s conduct likely violates the Stutsman County Personnel Policy in a number of places. Stutsman County Auditor Casey Bradley.

According to Auditor Bradley’s report, the incident would normally prompt Fremgen’s termination from his position, but because he is an elected official, it’s not possible to fire him. So it has been suggested that Fremgen receive coaching by the Village Business Institute of Fargo.

The plan was approved by the Stutsman County Commission. In the investigation, it was found that Fremgen often tried to control some employees by commenting on weight, how to exercise and what foods were good. Fremgen allegedly treated females differently than males in the workplace as well.

City Attorney Leo Ryan stated that the after reviewing the case incident report, there was insufficient evidence of criminal activity. Fremgen’s office will now be moved to the first floor of the Law Enforcement Center.

It was found that Fremgen’s actions were not criminal, but it did violate the County Harassment Policy. Fremgen will begin the remediation process and asked for time to sort through allegations before they determine he’s in violation of personnel policy.
