CITY, N.D. (NewsDakota.com) Valley City Administrator David Schelkoph says there’s been some confusion concerning a city policy on who is responsible for the cost of repairing frozen water lines in the city.

Schelkoph says only residents whose homes are vulnerable to water pipe freezing should run their tap for a few minutes. He says those families who run water daily should not have to worry.

A number of cities reported water lines freezing as the frost depth reached 7 feet this winter.
