CITY, N.D. (NewsDakota.com) North Dakota Fact Finding Commission Chairman Dean Rummel says it’s unfortunate that the Valley City Education Association and the Valley City School board were unable to agree to a contract for the 2013-2014 school year.
Rummel says both entities did accept the recommendations of the commission but were unable to improve one sentence in the union contract that would give a future Health Insurance Committee the latitude to propose change due to the Affordable Care Act. He also says the ability to maintain grandfathered status and the complexity of a self-funded heath insurance program may prove to be tricky for both sides.
Rummel does not point any fingers or blame to the Valley City School Board or the Valley City Education Association in his report.
Rummel added that the report concludes the services of the North Dakota Education Fact Finding Commission.
