CITY, N.D. (NewsDakota.com) A man being held in the Barnes County jail did not waive his extradition back to Minnesota following a bond hearing today in Valley City.

Former Valley City State student 21-year-old Cedric Chappell Jr is accused of killing one man and injuring another in a shooting last weekend in Minneapolis.

Barnes County State’s Attorney Lee Grossman says Judge John Paulson set Chappell’s bail at one million dollars.

On Tuesday Chappell was arrested at Valley City State University. He is charged in Hennepin County, Minnesota with second-degree murder and second-degree attempted murder.

22-year-old Willie Smith of St. Paul was fatally shot outside a Minneapolis restaurant and bar about 2 a.m. Saturday morning. A criminal complaint says a fight started inside the bar, spilled out into the parking lot and two groups started shooting at each other.

VCSU spokesman Greg Vanney says the student has been suspended from the university.
