CITY, N.D. (NewsDakota.com) The K-12 Funding package passed in the 2013 legislative session was good news for many North Dakotan’s as it will provide nearly 0 million in property tax relief over the next two years.

But it will become a headache for school districts experiencing declining enrollment according to Valley City Schools Superintendent Dean Koppelman. He said under the new formula school districts will be paid $9,000 per student in the final year of the biennium. Koppelman said with the loss of 25 students, his school district will lose about $225,000 dollars while others with increasing enrollment will benefit.

That coupled along with an adjustment to lower school mill levies from 110 to a new cap of 67.20 mills will create problems for school districts who may need to ask the voters for more funding due to any budget shortfalls according to school board chairwoman Joyce Braunagel.

School District Business manager Linda Heit says the estimated property tax collection decrease for the Valley City school district is slightly more than one million dollars in 2013.

Those comments were expressed during an annual school board meeting on July 30 in Valley City.
