CITY, N.D. (NewsDakota.com) On Saturday police blocked off Chautauqua Boulevard and a portion of 6th Avenue Northeast as a swat team was gearing up to make entry into a Valley City home searching for a man who violated a restraining order on Friday, July 12.

Valley City Police Chief Fred Thompson said Lynn Daniel Kouba was served a Temporary Restraining Order by the Barnes County Sheriff’s Office with his estranged girlfriend.

On Saturday, police learned that firearms owned by Kouba were inside the home at 649 8th St. N.E. Thompson said as a safety measure the Jamestown/Valley City/Stutsman County/Barnes County Special Operations Team responded about 8pm Saturday.

Thompson said the team entered and cleared the residence, the man was not inside the home. The residence was then released back to the female about 9pm Saturday.
Thompson said charges are pending against Kouba stemming from this incident.

The following summary by Valley City Police Chief Fred Thompson is a sequence of events that occurred Friday and Saturday in Valley City.

On 07-12-13 Lynn Daniel Kouba was served a Temporary Restraining Order by the Barnes County Sheriff’s Office with his estranged significant other, Tamara R. Hocking, as the Petitioner.  This service was completed at 649 8th St. NE, Valley City, the residence of both Hocking and Kouba.  During the service of the Restraining Order, Kouba obtained and removed certain personal property from the residence, including a 2009 Chrysler Model 300, and left the area.

On 07-13-13 at approximately 4:40pm officers of the Valley City Police Department observed a 1998 Ford Pickup, known to belong to Kouba, parked in the yard at 649 8th St. NE, which, if driven there by Kouba, would have been a direct violation of the Temporary Restraining Order.  Officers immediately set up a perimeter around the residence and attempted to contact Kouba since, if his vehicle was parked at the residence, it was possible that he would be inside.

Hocking was located and responded to the Valley City Police Station where she was interviewed and additional information obtained including that Kouba had a significant firearms collection that was inside the residence.  As it was now believed a possibility that Kouba was inside the residence, possibly with firearms, and has been known to be uncooperative, as a safety measure the Jamestown/Valley City/Stutsman County/Barnes County Special Operations Team (SOT) responded to assist with determining whether or not Kouba was still inside the residence.

Upon arrival of the SOT, and after receiving permission from Hocking to check the residence, SOT entered and cleared the residence, ensuring that Kouba was not inside.  The residence was then released to Hocking around 9pm Saturday.

This investigation is continuing and charges are expected to be filed against Kouba for, at least, violation of the Temporary Restraining Order.  Other parts of this investigation may result in additional charges.
