CITY, N.D. (NewsDakota.com) Two new police officers were sworn in during a city commission meeting in Valley City on Monday.
One of those officers is Valley City native Nicholas Horner and Breanna Tessin of Becker, Minnesota. Tessin is the second woman to be sworn in as a police officer in the history of the Valley City Police Department.
