CITY (NewsDakota.com) What comes first, water or getting city infrastructure in place for a business and future residential development southeast of Valley City near Alliance Pipeline.

The property is owned by Chad Wendel. He made a request to Barnes County Rural Water to install a water line more than a year ago. District Manager Perry Kaupaun said the plan should have moved forward but Valley City officials are on hold due to a future development.

City Administrator David Schelkoph said the city is in wait and see mode on whether the National Guard will build their new facility near the Wendel property. Schelkoph said the cities decision centers on getting hard numbers toward the cost of installing infrastructure followed by possible annexation.

Barnes County Valley City Economic Development director Jennifer Fiest said a decision by the National Guard should be coming soon as to what location in or near Valley City will be used to build their news facility. She said this is a big decision that will effect economic development in a positive way.

Mayor Bob Werkhoven said all entities need to work together to see what the best option is for all parties. The city commission agreed to have several officials from all parties involved work together to see what the cost will be before anyone makes a final decision.
